A tiered bundle is efficient to sell, easy to resell, and predictable to fulfill. Its weakness is that the deliverables are fixed before anyone looks at your site, so a business whose real problem is technical gets blog posts, and a business that needs pages gets links. When results lag, the next tier is the structural answer. That is not dishonesty; it is what a catalog is.
